・another week「もう1つの週」  [1週間](https://eikaiwa.dmm.com/uknow/questions/53486/)が終わり[次の](https://eikaiwa.dmm.com/uknow/questions/77999/)週が始まる、つまり新たにもう1つの週が始まるという意味で another week と言います。 ・a new week「1つの新しい週」  基本的に上記と同じ考えです。 ・ has started  現在完了を用いましたが過去形でもOKです。  「完了」を表すときにはイギリス英語では比較的に現在完了が使われがちで、アメリカ英語では過去形が使われがちという違いを言うこともできますが、「始まる」とう動詞自体が一瞬で終わるものなので、どちらでも構いません。  以上です。ご参考になりましたでしょうか。

The first expression is the exact same feeling that you want to express, that another boring week has started so " here we go again...." is a sarcastic expression like you're pretending to be excited but you're obviously not. Also "It's just another manic monday" are the lyrics to a famous song, you can use this for humor.
