Well, if you are on public land and not bothering anyone, there is no need to say anything to anyone. The UK is a free country! If someone says this, you may reply: "Who are you? What right do you have to question me?" If you really must respond, you could say: "I'm awaiting my friend." "I have a personal rendezvous." If you think this person should not be asking you any questions, you could say: "It's none of your business!" However, that is a little confrontational!
