If something is waterproof, it does not allow water to enter it. For example, a waterproof camera can be used several metres underwater without becoming damaged. If an item is water-resistant, it can handle a few splashes of water without being damaged, but cannot be submerged underwater, or the item will get wet (and maybe damaged if it is an electronic device!). If you have a jacket made of a special material that does not get wet easily, the material is water-repellent.

If something is resistant to something else, it means that it may be able to repel something if it is under attack. For example, a disease may be resistant to antibiotic medicine so it may not be an effective form of treatment. 'Water resistant' is not the same as 'waterproof.' If an item can repel water is called "waterproof" or "water resistant." My watch is waterproof. My bag is water resistant. These terms explain that the item has a special coating so they do not absorb water and water can not damage the item.

These statements all say a similar thing, but with a little bit of difference. Water resistant means it will resist water - it generally has a light coating to protect it. Water repellent means that it will repel water on contact, as it uses particular types of fabric. Waterproof means that there is very little chance of water getting into the fabric. The differences are too small to make a big difference when referring to your bag in a general conversation.
