When talking to non-Japanese speakers who have some knowledge of Japanese food, you can just say ‘sashimi’ and they will understand, because there isn't a special word for it in English. If they still don’t know what it means, it is easiest to say that it's raw fish. Raw fish means that you don’t cook, fry or boil it, but just cut, serve and eat. After that, you can give examples that sashimi can be tuna, salmon, shrimp and so on.
In the United States, we mostly refer to it as Sashimi. We know Sashimi as "raw fish," or as a Japanese food dish that is made of raw fish. So, you could explain it that way to your overseas friends.
