"When are you coming to visit Japan?" Because they live overseas you would ask them when they are coming to visit Japan. This would be if they aren't coming permanently. If they are coming for an extended period of time, you would ask "When are you moving to Japan?" I hope that helps.

If we are talking to a person who's planning to come to your country or you are inviting them, then we usually ask 'when are you coming over?'. It's the same meaning as inviting someone over to your house. It is not always necessary to say the country because it is your country.
あなたの国へ来るのを計画している人やあなたが誘った人と話をしている場合、  'when are you coming over?' いつ来る予定ですか? と聞くことができます。 人を自分の家に招待するときと同じ表現です。自分の国のことなのであえてどこの国か言う必要はありません。

The above examples are not the most common, however they are feasable and amusing alternatives. The second example uses 'to set foot' which seems like a phrase used for an explorer or someone conquering a new world, or someone doing something extraordinary, or for the first time. "It was the first time I had ever set foot on Japanese soil."
はじめの例はあまり一般的ではりませんが、楽しみにしていることが伝わる表現です。 二つ目の例の、'to set foot' とは、新しいところへ出かける、何かをするという意味です。 "It was the first time I had ever set foot on Japanese soil." 日本に出かけるのは初めてでした。
