（1）drizzle （ドリズル）はまさに「霧雨が降る、雨が霧のように降る」という意味です。英語で言うときにはdrizze down のように副詞の down を伴なうこともあります。
（2）「霧、もや」を意味する mist を使って、「雨が細かい霧の様だ」という表現を使っています。これをもって「霧のような雨が降っている」を表すこともできます。

If it is raining lightly and looks misty, then the best way to describe it is that it is misty. Mist comprises tiny water droplets that do not drop directly on to the floor but get suspended in the atmosphere, slightly above the floor in cloud format, making visibility poor. However, if it is drizzling, it is raining in very fine drops which drop onto the ground.
So, you may say:
