こういった場合の「一応」という使い方でしたら英語では、”at any rate"（直訳：どの基準・格付けにおいても）という表現が恐らく最も近い「一応」という意味でよく使われます。
これをさらにカジュアルにすると、「either way」（直訳：どっちにせよ）。
どちらの表現も直訳が異なる全く別の言い方になりますが、英語の場合は感覚がどちらかというと「一応」という日本語でも似た表現の、「とにかく」、「どっちにせよ」というニュアンスが強い表現になります。それでもまた、文脈、言い方やこれらの単語や表現の使い方で「一応は」という訳とほぼ、全く同じような意味になる使い方ができるんですね。それではまた例えで紹介しますね。
まず；
”He is an American at any rate." 【彼はどっちせよアメリカ人だよ。】
"Either way he is an American.” 【とにかく彼はアメリカ人なのさ。】
これを「見た目はそうは見えないけど」という前提の意味を加えると：
"He is an American at any rate, regardless of how he looks."
【彼がどう見えようと、とにかく彼はアメリカ人なのさ。】
というふうになり、意訳するとここの「とにかく」を「一応は」と訳しても良くなりますよね～？
もう一つの例でも；
"He may not look like an American but either way he is.”
【彼はアメリカ人には見えないかもしれないけど、それでも彼はそうなんです。】
また最後の単体の単語の場合でも、文脈によって、使い方によって「一応は」という意味にもっていくことができます：
"He might not look like an American but he still is."
【彼はアメリカ人には見えないかもしれないけど、彼はそれでもアメリカ人なんだ。】
ここでもまた、「それでも」という部分が「一応は」と意訳することだってできますよね。
言語が変わることで若干でも感性が変わり、その分またニュアンスが異なることもありますが、一番意味合い的にも近い言い方となればこの表現が真っ先に思い浮かびました。

This is a way of expressing that the person you are talking about is from American, even though they look like they are not from America.
Example:

This is a slightly informal and native expression to express that the person is from the United States, even though they may not look like it.
Example:

これはちょっとカジュアルなネイティブ表現ですが、USの人だけど、あまりUSっぽくない感じという意味です。

信じてくれないかもだけど、彼はアメリカ出身なんだ。
Person: I would never have guessed that he was from America!
ええ、彼がアメリカ出身だとは考えたこともなかった。
He's from America.
これが最もその人がアメリカ人だと示す言い方ですね。
例
You: He's from America.
彼はアメリカ人です。
Person: Really? Wow. I didn't know that!
本当に？わー、知らなかった。
The first part of the sentence 'he doesn't look it' signifies that you are about to comment on something to do with his appearance that maybe out of the ordinary. e.g. he is from a particular country but he doesn't look like he is from there.
最初の「he doesn't look it」という表現は、外見について、いつもと違うということを言おうとするときの表現です。
