This dish is part of the service charge.

Appetizer =前菜 お通しと前菜は少し違うので「It's an automatic appetizer」(=自動的に来る前菜)や「It's an appetizer that comes with your first drink」(=最初の飲み物とセットで来る前菜だよ)などと説明しましょう。

I had to look this up to be able to respond to this question, but it sounds like otoshi are not something that you order, but rather something you're given just for sitting down. The closest thing we have to that in the US is a seating charge, which is just a fee that you have to pay for sitting down at a restaurant. Have a wonderful day!

Compulsory' in this case refers to the appetizer being eaten or charged by rule An appetizer is a small drink or dish of food eaten before the main meal 'an' is used because 'appetizer' begins with a vowel (a) ____________________________________________________________ It is given to all customers who drink alcohol. The customer does not decide on what they receive. The cost of the appetizer is charged to the bill regardless of whether it was eaten or not. This charge replaces a seating charge (which is a charge for occupying a table).
An appetizer is a small drink or dish of food eaten before the main meal前菜は少量の飲み物や食べ物でメインミールの前に出されます。 'an' is used because 'appetizer' begins with a vowel (a) appetizerは母音で始まるのでAnが使われます。 ____________________________________________________________ It is given to all customers who drink alcohol. The customer does not decide on what they receive. The cost of the appetizer is charged to the bill regardless of whether it was eaten or not. This charge replaces a seating charge (which is a charge for occupying a table).

It's an appetizer that's part of the seating charge.(席料に含まれる前菜です)のように言うと伝わりやすいかもしれません。

This appetizer is included in the seating charge. Enjoy!
