It's not bad. は「[悪くないね](https://eikaiwa.dmm.com/uknow/questions/19747/)」という表現で、最後に at all を足して It's not bad at all! とすると「全然悪くない（＝結構いけるじゃん！）」というようなニュアンスになります。
It's not as bad as I thought. は文字どおり「思ったほど悪くない」という意味です。
例：
This restaurant had bad reviews, but it's not as bad as I thought.

These are all commonly used, simple expressions to say you like something more than you thought you would. I like challenging students to try to say things in a positive way instead of a negative way, so in that case, I would most prefer to use "Better than expected." as it still conveys the same message, but in a more upbeat or positive connotation.
3例とも「思ったほど悪くない」を表すシンプルで一般的な表現です。
