日本の食事について説明するときに一番困るのが「主食」という考え方なのはご存じでしたか? 毎食白いご飯が必須というのは和食の特徴なのです。
朝はパン？ご飯？と聞かれて何を聞きたいのかわかるのは日本人だけかも知れません。実は私もパン派、ごはん派？と聞かれるたびに戸惑ってしまいます。コーヒーはほぼ必ずだけど、ドーナッツの日もあるし、パンケーキの日もあり、オートミールも結構よく食べます。時間があればスクランブルエッグとベーコンも食べたくなるし、味噌汁とおにぎりの日もあります。
アメリカのホテルの朝食メニューには「卵二つ、ソーセージまたはソーセージ、パンケーキまたはマフィン、コーヒー」というようなものもよくあって、卵はゆで卵でも目玉焼きでもスクランブルエッグでも好きなように調理してくれます。
ヨーロッパではパンとチーズだったり、アメリカではシリアルやスクランブルエッグとトースト等、多岐に渡ります。そして、一週間の中で朝食が重複しないことも珍しくないでしょう。したがって、「朝はパン派？それともごはん派？」という呼びかけではなく、次のように質問すると良いでしょう。

と聞いたり、
What is your favorite breakfast?
（一番お気に入りの朝食は？）
と聞いたり

You could just simply ask them 'bread or rice for breakfast?', however if you would like to be more formal and show a higher level of politeness, then I would suggest asking them the full question as written in example one.

In my country, bread is a staple so people will say 'I prefer to eat bread for breakfast' or they can even say 'I prefer to eat bread over rice for breakfast' which means 'I like to eat bread more than I like to eat rice for breakfast.
