"Hang out with friends" など
つるむって意味で[遊ぶ](https://eikaiwa.dmm.com/uknow/questions/34912/)の表現に近いです。
*数人いる場合。[友達](https://eikaiwa.dmm.com/uknow/questions/33733/)一人の場合は a friend。
後者の "Go out with friends" は友達と[出かける](https://eikaiwa.dmm.com/uknow/questions/46524/)
と言う意味で遊ぶこと。
例：
I'm going to hang out with my friends this weekend.
今週末は友達と遊びます。

go out with = 出かける
