「正常な状態」はただnormalでいいです。
もっと自然な表現は、「正常に戻る」と言うよりは、ただ「治る」かもしれません。これはThe system is fixedと言います。
完全に治って、「新品同様」だ、というような表現をつかって、The system is as good as newと言うこともできます。
「システムの状態が回復して問題が解決された」というのは the state of the system has recovered, and the problem has been resolved で表現できます。
このように、ネイティブがこういうことを言います。
例文 The system has returned to normal, and all of the issues have been resolved.
「システムが正常に戻って、すべての問題は解決されました。」
