この日本語の場合は reinstate は使わないです。この場合、次のように言うと良いでしょう。
ーWhen you haven't seen someone for a long time, you can send them a postcard to reestablish the friendship.
「誰かにしばらく会っていなくても、ハガキを送って親交を回復することができる」
to reestablish the friendship で「親交を回復する」

「回復する・元に戻す」という意味の reinstate は次のように使えます。
例：
The government reinstated their consumption tax because they needed more tax revenue.
「政府はより多くの税収入が必要だったので、消費税を元に戻した」
