Ideaも言えますが、ビジネスでも不適切でもないですが、propositionの方がビジネス的に聞こえます。しかし、I'd like to consult/talk with you about the idea for the redevelopment of the property in East-Ginzaとも言えます。
「[相談](https://eikaiwa.dmm.com/uknow/questions/34875/)」はconsultもtalk withもどちらもいいですが、どちらかと言えば、consultの方がビジネス的に聞こえます。

1. matter
英語で「あの案件のことで相談があるのですが」の「案件」のことを「(a) matter」と言います。
「あの案件のことで相談があるのですが」と言いたい場合は、「I would like to you about that matter」と言えますが、実は、より自然な言い方は「I have something I would like to talk to you about」です。それとも、「I would like to talk to you about ~」
2. an item
場合によって、「案件」のことを「an item」とも言えます。
ただ、これは「事項」の意味を持つので、会議についての話以外ではあまり会話では使いません。
