The word "recommend" means to mention or approve of something.
In this sentence you are asking the waiter to mention some item on the menu that is not spicy.

recommendという言葉は、何かを良いと思うということです。
この文章ではウェイターにメニューで辛くない食べ物を尋ねています。
If you are not used to eating a curry, for example, and are unaware which dish is spicy and which dish is not, when selecting from the menu, you may be worried that the plate you choose will be inedible as you already know that spicy food is unpalatable for you.
"Is the chicken madras very spicy?"
"Yes, madam , that is quite hot."
"Which dish has the smallest kick?"
"Well, the mildest dish we have is the chicken korma."
"OK, thanks, I'll try that one."
例えばカレーを食べるのに慣れていなくて、メニューを選ぶ時にどれが辛くて、どれが辛くないかが分からない時は、辛い料理が食べられないと分かっているので、選んだ料理が食べられないのではと心配になりかもしれません。

Some people just don't like spicy food. They would rather have it plain without any spices. However, plain food without any spices does not taste delicious. What makes food delicious is when it has been mixed with spices. Spices make food taste great. So, when you go to any restaurant in future, you may wish to find out which food on the menu is the least spicy.
You may say:
Which is the least spicy food on this menu?
辛い食べ物が嫌いな人もいます。
そういう人は、何もスパイスが入っていない"plain"を頼むと良いでしょう。
しかし、スパイスのはいっていない食べ物はあまり美味しくありません。

I do like a "mild tasting food" ... so which is the least spicy dish on the menu?
Strong spices are not to everyone's taste:-) And in Japan I feel sure the palate is used to much milder flavors than in other countries... When we would like to have " a bit of a kick" from our food...we order "hot please" On the other hand when we want a weaker result we need to ask for "mild". When unsure...we might ask the waiter to tell us..."Which is the least spicy dish?"
皆んなが皆んな辛いスパイスが好きという訳ではありません。

If you want to ask for a dish/meal that's not spicy then you could ask for the 'least spicy' or 'not very spicy' you can also use the term 'mild' this tells the person you are not good with spice/hot foods
辛くない料理を頼みたいなら、'least spicy'（一番辛くない）や'not very spicy'（あまり辛くない）などの表現が使えます。
ほかに、'mild'（マイルドな）を使っても辛いのが苦手だと伝えられます。
