こんな表現をしたいのですが・・

shortageで「不足」ですね。struggleは「もがく、足掻く、取り組む」などと訳されますが、主に困難な状況で使いますので「病床が足りなくなっていて大変」というこの場面で使っていけます。
もし既に病院のキャパシティーを超えてしまっているなら
I saw a news report that Covid-19 cases have exceeded hospital bed capacity in Fukuoka, where I live.
（ニュースで自分の住んでいる福岡では新型コロナウイルスの症例が病床数を超えてしまったというのを見ました。）
というように言っていけます。
