「人といがみ合う」は英語で次のように言えます。国同士にも使えますよ。
ーto be hostile towards one another
ーto be confrontational with each other
例：
My neighbours are often confrontational with one another about their property lines.
「近所の人がよく土地の境界線のことでいがみ合っている」
It's unfortunate but some countries are quite hostile towards other countries.
「国の中には他国とかなりいがみ合っている国があって残念です」
