In modern technology（ 近代の技術では） a substrate refers to （ 基質はのことだ）the material（ 材料） that something is inscribed onto. （ 何かが書き込まれました）Like silicate.（例えばケイ酸塩）
Substrate is very difficult word（ 基質という単語が結構難しい言葉です） and I'm sure that most people who speak English （ それで大体の英語の人は）don't know what it means（多分知らないと思います）
