"卑猥"は「indecent」や「obscene」で表現できますね。
最初の「indecent」は"卑猥"に加え"下品、無作法"と言う意味も兼ねており続く「obscene」の方は"わいせつな、みだらな"と言う意味になります。

「卑猥な」は
filthy（淫らな・卑猥な）
dirty（汚らわしい・わいせつな）
を使って言えます。
例：
It's surprising there are such filthy shops like that in the middle of the city.
