エアコンの温度はいつも２８度に設定しています。
「２８度に」は to 28 degrees / at 28 degrees などと言うことができます。

I keep my air conditioning at 28 degrees all the time.
この場合、次のように言うと自然な感じで良いですよ。
ーI always set my AC at 28 degrees.
「私はいつもエアコンを２８度に設定している」
to set one's AC at X degrees で「エアコンをX度に設定する」
ーI keep my air conditioning at 28 degrees all the time.
「私はいつもエアコンを２８度にしている」
to keep one's air conditioning at x degrees で「エアコンをX度に保つ」
