Is this fish fresh?
Fresh fish is fish that is recently obtained. It is not tinned, frozen or preserved.
For example:
A: Is this fish fresh?
B: Yes. It was delivered today form our supplier.

Fresh fishとは、捕まえられたばかりの魚を意味します。

"Have these been frozen before?"
This asks the person to tell you if the fish/food has been frozen before they have been displayed.
"Are these fresh" this asks the person to tell you if the item is fresh. If it is fresh then it has not been frozen before.
"Have these been frozen before?"

Fishmonger's - 生魚やシーフードを売る人のことを言います。fishmongersとは、卸業者や小売業者を指し、魚の厳選から、購入、下処理、陳列、売買まで幅広く扱います。
previously frozen - you can use this to ask if it has been frozen in the past... "previously" means sometime in the past
to thaw (food) - this means to melt the ice; take a frozen food item and add heat in order to unfreeze it
fresh (food) - this means the food has never been preserved or frozen; you are getting it in its natural state

▪ Was this frozen fish or is it fresh fish?
Both of the above phrases can be used. Both are asking in a direct way if the fish was frozen before or if it is fresh fish.
Are these fresh fish or were they frozen?
これは新鮮な魚ですが、それとも冷凍されていたものですか？
Was this frozen fish or is it fresh fish?
これは冷凍されていた魚ですが、それとも新鮮なものですか？
どちらのフレーズも使うことができます。どちらもその魚が新鮮なものか、それとも冷凍されていたものかはっきり聞く方法です。
When talking about fish sometimes it comes frozen depending on where it was caught to make sure it doesn't spoil or go off, so if you unsure then you can simply ask 'is this fish fresh?' or 'Have these/Has this fish been frozen?'
If you are asking if it was frozen but it now not then you would ask 'was this fish frozen before?'
魚は取れた場所によって傷まないように冷凍にされることがあります。
ですから、確認したいときには、

や、
