The most common way to describe a person drunk in the USA would be to say, "they are drunk". Another common term is to say the person in "intoxicated". A third well known term is to say they are, "inebriated". All these words I just mentioned will describe a person who has drank enough alcohol to be considered more than "tipsy". The term "tipsy" is to say the person in not quite "drunk". A sentence example is, "my friend had too many alcoholic beverages and became quite drunk by the end of the night".
