① Japanese junior high school students have no individuality and have to all be the same.
※ individuality　個別性
※ all the same　全く同じで

② Students should not have individuality and have to be the same as others at junior high schools in Japan.
※ the same as others　他（の人）と同じで

上の訳は、「日本の中学校は個別性をあまり許さない」です。
それにeveryone has to be the same 「皆同じでなくてはならない」と、付け足してもいいです。
