消灯、灯りを消すは「put the lights out」や「switch the lights off」と表現します。
最初の二つの例はそのまま"灯りを消す"と言う意味になりますね。最後の「lights-out」は"消灯時間"を指す言葉になります。

・You need to follow the lights-out rule（消灯時間のルールを守りましょう）
「消灯」は英語で lights out または lights off と言います、「消灯する」という動詞であれば put the lights out / turn the lights off / switch the lights off と言います。
合宿とかキャンプなどのイベントのスケジュールに書く「夜９時消灯」とかであれば lights out at 9PM のように書きます。
「電気を消して」という時も can you turn the lights off? can you put the lights out? などと言います。
out を使うのはどちらかと言えば火を消す時に put the fire out や put the candle outというのでそれがそのままスイッチの電気にも使われている感じです。
