If you are explaining about a certain country and the other person knows what country it is then you can just say 'That country' or 'the country' but if you are wanitng to explain what country the you would mention the country (America/Italy etc) To work hard means that they are trying very hard and wants to do something (make tourism there main industry) Make tourism great in the country and make money from it
