Women in the Philippines don't wear socks with their shoes.

ちなみにストッキングは和製英語です。
英語では nylons または pantyhoseと言います。
ストッキングと言ってしまうとクリスマスにぶら下げる
赤い靴下(Christmas Stocking)になってしまいますので気を付けてください。

When a person is not wearing shoes, you can explain that they are "barefoot" or "without shoes".
For example, you can say:
-Candice was walking around barefoot in the rain. That is why she has the flu.
-Candice was walking around without shoes in the rain last week. It is no wonder she caught the cold.
靴を履いていない時に、barefoot又はwithout shoesだと説明することが出来ます。
例えばこう言うことが出来ます。

Bare means to have nothing on at all. You could describe the naked human body without any clothes on as being bare. To be barefoot means to have on neither socks or shoes.
