Japan's National Diet is composed of two parallel houses, the House of Councillors and the House of Representatives.

衆議院 = House of Representatives
[参議院](https://eikaiwa.dmm.com/uknow/questions/72496/)= House of Councillors

The other day following a natural disaster the Diet met for an emergency session. However, rather than simply focus on the relief effort, they used the occasion as an opportunity to slip by new legislation to expand the number of seats in the House of Councillors by 8 seats. When the number of seats has remained unchanged up till now, is it really appropriate or necessary to do so during a period of national emergency? I would prefer to see the government reallocate the funds it takes to run the Diet for 6 years and use the money for the swift recovery of the affected areas.

Japan has lower and upper houses in its National Diet; the House of Representatives, and the House of Councillors
例えば[国会](https://eikaiwa.dmm.com/uknow/questions/39441/)はthe National Dietと言いますし、衆議院はthe House of Representatives、[参議院](https://eikaiwa.dmm.com/uknow/questions/72496/)はthe House of Councillorsです。
