「祝福」 = blessing
祝福は厳密に言うと blessing になりますが、今回の文脈であれば congratulate（動詞）や congratulations （名詞）と言います。
例）
友達の出産を祝福する気持ちを表すために、お祝いを送りました。
I sent a present to my friend to congratulate them on the birth of their child
I sent a present to my friend to express congratulations to them on the birth of their child.

そのまんま「祝福」を訳しますと blessing と言います。
出産お祝いの場合はあんまり blessing を使わないです。
ちょっと硬い感じに聞こえますけど、出産を祝福する気持ちを伝わりたい場合は We wish your growing family many blessings and good fortune. と言うったら通じます。
クリスチャンの人だったら God bless you and your new baby. を言う場合もあります。けどクリスチャンじゃない人が言うと冷笑的に聞こえる場合が多いと思います。もちろんそれは言い方によりますけど。
一般的な言葉ですけど「おめでとうございます」と言う意味で Congratulations! がベストかなと思います。シンプルでちゃんと愛でたいとお祝いの気持ちも出ます。
