英語では指揮を執るは「take the lead」と表現することができます。
上の文脈を英語で表現したい場合は、下記のい方ではいかがでしょうか。
- If some major issue should arise in a company, the management should take the lead in resolving it.
--- major issue = 重大な問題
--- arise = おきる
--- resolve = 解決すす

The head of the organization should take the lead when a serious problem occurred.
重大な問題が発生した時は、組織のトップが指揮を執るべきだ。
take the lead で「指揮を執る」「先頭に立つ」ということができます。普通に lead という動詞を使って「指揮する」としてもいいと思います。
take command と言うこともありますが、command が「命令」なので、例えば軍隊のようなイメージが強い気がします。give directionは「指示する」という方が近いと思いますが、こちらも使えると思います。
