翌年に繰越すって英語でなんて言うの？

「翌年」はthe following yearとかthe next yearと言えます。「〜から〜に」は一般的にfrom〜into〜に訳しています。ですから、もっと長くて細かい文章はcarry over from the last year into the following year.です。

有給休暇の話なら、There are two kinds of paid-leave: one that carries over into the following year, and one that doesn't.(翌年に繰越せる有給休暇と、繰越せない有給休暇の2種類あります。)
