It is an issue that is hard to decide which one to go for. (「どちらを選ぶか決めかねる問題だ」) のような構文で表現できます。ほかにも'select '(選ぶ）などの動詞を使ってIt is an issue that is hard to select.などと言い換えられます。

I'm really deliberating between A and B.
この場合、次のような言い方ができますよ。
ーI'm going back and forth trying to decide which course I want to take.
「どっちのコースを取ろうか決めかねている」
to go back and forth trying to decide で「決めかねる」と言えます。
ーI'm really deliberating between A and B.
「AとBの間ですごく検討している」＝「AとBの間で決めかねている」
