「困る」の英訳はちょっと難しい問題。辞書によく「in trouble」や「embarrassed」と書いていますが、あまりそうなる場合がないと思います。
多分ケースによってと思いますが、一般的に「I don't know what to do」とか「I'm in a bind」と言ったら大丈夫と思います。

この場合、次のような言い方ができますよ。
ーIt doesn't really help when he says do whatever you want.
「何をやっても良いと言われると困るなあ」
ここの「困る」は it doesn't really help のように言うと自然かなと思います。
