It's quite a normal and pollite request and most people will be happy if you watch them play. "Don you mind if I watch the game?" "No that's fine." Do you mind if = we use this construction when asking someone permission to do something: "Do you mind if I sit here?" "No, please do."

If you express an interest in the game first this would explain that want to watch. To ask, Do you mind? is asking how the person feels about it. E.g. Do you mind if I sit here? Would it be ok, Is asking permission E.g. Would it be OK if I leave work early today?

If someone is playing pool or another game and you would like to watch, a polite way of asking is to say: Do you mind if I watch? 'Do you mind' is a phrasal which means: Would it bother you? I hope it wouldn't be a problem. Normally it would not be a problem and you can even say: I hope you don't mind me watching. Rather than it being a question, it is a statement which declares your intention of watching. This is ok because it is unlikely that the person would say no to you watching. All three expressions are suitable for this situation.
