「思いつきで話す」という意味ですが、
この文はどちらかと言うと、
「事前準備なしに即興で話す」
という意味ですので、今回のケースとは
ちょっと違うかもしれません。
「しっかり考えずに、思いつきで話す」は
He speaks without much consideration.
He speaks with no consideration.
です。
「しっかり考えずに」は「あまり考えずに」
と置き換えて、without much consideration、
with no considerationと言えば大丈夫です。
もう少しくだけた表現であれば
without giving it too much thought
でも通じます。

He speaks without thinking deeply.
「彼は深く考えずに話す」
He says whatever he comes up with on the spot.
「彼はその場で思いついたことを何でも言う」
whatever「何でも」
come up with「思いつく」
without thinking「考えずに」
deeply「深く」
on the spot「その場で」
