～しても良いですか、という表現なのでCan I～？や May I～？などを使います。

1=this would be a question that you would be asking your teacher in order to restart your PC.
It allows your teacher to have an understanding of what is going on.
2=This is not a question but works just the same.

In the case of a laptop or computer it can be used to mean restarting or rebooting the device. Both are correct and are used by native English speakers.
