2月20日までにできるだけ早いうちに書類を下さいって英語でなんて言うの？

by no later than xxx→○○までに、○○より遅くならないように

例文）Please send us your documents by no later than 2/20 3pm. 「2月20日午後3時までに書類を送ってください。」
午後3時を過ぎたら遅い、というニュアンスです。

②Please send us your documents by xxx at the latest.

by xxx at the latest→遅くても○○までに

例文）Please send us your documents by 2/20 3pm at the latest.
「遅くても2月20日午後3時までに書類を送ってください。」

●「期限は2/20だけど、ギリギリではなく早めに書類がほしい」
→Although the deadline is 2/20, please send us your documents by no later than 3pmまたは3pm at the latest in order to ensure timely delivery of xxx.

in order to→○○するために
ensure→保障する
timely delivery of xxx→ｘｘｘ（商品名・サービス名）をタイムリーに届けること

●「ｘｘｘをタイムリーにお届けするために、書類提出をギリギリまで待たないで下さい。」
→Please don't wait until the last minute to submit your documents in order to ensure timely delivery of xxx.

できるだけ早く：as soon as possible と　２月２０日まで：by February 20th の二つの期限が同じ文にはいっていると受け取った側は「どっち？」となると思います。
２月２０日でも夜遅くない方がいいと言うことですので、２月２０日のお昼までや、午後３時までという期限にしてはいかがでしょうか。

Please give me the documents by noon of February 20th.

２月２０日の午後３時まで
Please give me the documents by 3PM on February 20th.

「ギリギリではなく早めに書類がほしい」というのは、英語の表現以前にその意図自体が伝わらない恐れがあります。

あるいは、相手の都合のいいように解釈されるかもしれません。
そこで、私なら締切日の時間を切ります。

　Please send us your documents by ○○ o'clock of Feb. 20th.

こうすれば、お互いに誤解なくビジネスを進められるでしょう。
