「歯向かう」は英語で「bite back」でも言えますが、この場合で使ったら意味がちょっと不明だと思います。「speak out against」や「lead a rebellion」だともっとはっきりでしょう。
「speak out against」は政府を非難することで、「lead a rebellion」だったらは、反乱の首謀者になるということです。
