「 学習指導要領」は一般的に「curriculum guidelines」と言いますが、日本の学習指導要領の定訳は「Courses of Study」です。

新学習指導要領では、英語教育では生徒が表現力を磨ける場をつくることが大切だと思います。
Under the new Courses of Study, I think it is important in English education to create opportunities for students to hone their expression capabilities.

「場」⇒ opportunities
「磨ける」⇒ hone
「表現力」⇒ expression capabilities

学習指導要領はcourse of studyと表現できます。"the"をつけることで、「文科省が定める、あの学習指導要領」だとすぐに通じると思います。もし説明を求められた場合は"the Ministry's guideline for school teaching"と付け加えてあげるといいかもしれませんね。
"since"はここでは、「～なので」という意味で使われ、"because"よりももっと論理的に順序立てて理由を述べることができます。またsinceの後の文章は、明らかに決まりきった未来の予定なので、現在形でも問題ないと思います。
