〜文字って英語でなんて言うの？

Question

『be 100 words or less.』

これって、100文字か、それ以下でなくてはいけない、ということは分かるのですが、
95文字とか大体100文字にしなくてはいけない、というニュアンスですか？？
それとも、60文字とか、そんなのでも良いのでしょうか…… ( .. )

When someone asks you to write something in 100 words or less, you should try to write around 100 words, but no more than that.  I don't think 60 words is enough though.
「１００文字以内で何かを書くように言われた時は、１００文字を越さないように約１００文字を書くようにしましょう。６０文字だと十分でないと思います。」

write ... in 100 words or less「１００文字以内で…を書く」
write around 100 words, but no more than that で「１００文字を越さないように約１００文字を書く」
60 words is enough「６０文字は十分でない」
