Are there any discounts...? で「何か割引がありますか？」
Do you offer discounts...? で「割引をオファーしていますか？/割引がありますか？」
というような表現になります。

If I bring more people, can you make it cheaper? =もっと人を連れて来たらもっと安くしてもらえます？

Can you bring the price down if I get more people to come? =もっと人を呼べたら値段を下げてもらえますか？

順番は違えど同じ意味です。
