二つ文章を↑には書いてみましたが、両方ともネガティブな言い方になっています。

"What is that car doing"＝「あの車はなにしているの」
"so close to the sidewalk?"＝「歩道にあんな近く？」

"Why is that car"＝「なぜあの車は」

☆「歩道」にはいろいろな言い方があり、"sidewalk"以外には"footpath"や"walkway"なども使われます。
I wonder why he's sticking out over the sidewalk this much.
この場合、次のような言い方ができますよ。
ーI wonder why he's sticking out over the sidewalk this much.
「なんでこんなに歩道に飛び出てるんだろう」
to stick out over the sidewalk で「歩道に突き出る・はみ出す」と言えます。
