ーwhether ... has a disability or not
「障害があろうとなかろうと」
ーregardless of whether ... has a disability or not
「障害の有無に関わらず」
を使って言えます。
例：
My daughter's school offers inclusive education to all their students. I think this is the most important thing whether a child has a disability or not.
「娘の学校はすべての生徒にインクルーシブ教育を行っている。子供に障害があろうがなかろうが、これが最も大切だと考えている。」
