「新しい携帯が出る」は
ー〇〇 puts out their new cell phone.
ー〇〇 comes out with their next cell phone.
のように〇〇に携帯のメーカー名を入れて言うのが良いでしょう。
例：
I'm going to wait until Apple puts out their new iPhone.
「アップルが新しいiPhone 販売するまで待つつもりです。」
I'm not going to buy a new phone until Apple comes out with their next one.
「アップルが次の携帯を出すまで新しいのは買わないつもり。」
