この場合、次のような言い方ができますよ。
ーThere was some kind of glitch with my device, so the chef didn't get your order. I'm sorry for the delay.
「機械の調子が悪くて、シェフに注文が伝わっていませんでした。（料理が）遅れていて申し訳ありません」
The chef didn't get your order. で「シェフにお客様の注文が伝わっていませんでした」と言えます。または、次のような言い方もできます。
ーYour order didn't go through to the chef.「お客様の注文がシェフに伝わっていなかった」
