send = 送る
pass on = 伝える、渡す

人に資料等配って欲しい場合、「hand out these documents」と言う風に言えます。このシチュエーションでも適切だと思います。
また、「関係者に」は直訳にすると、「related person」になりますが、それより、「anyone involved」や「relevant people」の方がよく言います。
