このような政治的な言葉は国によって違います。が、日本について話す時、上記の言葉を使います。

「成り立つ」は色々な意味がありますが、このような状況では「to be built on」は一番自然だと思います。

The cabinet is built upon the trust from the National Diet.
内閣は国会の信頼があって成り立っていると言うことだ。
