beforehandは「事前に、前もって」といった意味の単語です。 ahead of timeや prior to~も使えます。
「〇〇の申請にあたり、△△以外にやっておくべきことはありますか？」なら
Is there anything else I should have ready other than △△ when applying for 〇〇?
とすることができます。「△△以外に」ですのでelseを入れます。
