「国は輸血用の血液を十分に確保するべきだ」って英語でなんて言うの?

「大災害やテロに備えて、事前に十分な血液を準備し、保存しておくべきだ」というようなニュアンスを伝えたいのですが、なんといえばいいのでしょうか。

The country = This country この文章で「国」の意味は私にちょっと不明です。「日本」か他の決まった国という意味だと、「The country」を使うべきですが、一般的に「なんの国でも」という意味だったら、「A country」の方がいいです。
