『気が知れない』は、I can’t understand ですね！強調して言うのであれば、I can not understand と言ってもよいでしょう！

I like keeping things neat and clean. I can not understand people who make a mess in a public bathroom. とすると、
『私はきれい好きです。公共のトイレを汚す人の気が知れない。』 と言えます。
