部屋が寒い時にも It's cold. は使えますよ。その他にも次のように言えます。
ーIt's like an ice box in this room.
「この部屋冷凍庫みたい（に寒い）」

"Can you turn off the AC now?"
"Could you turn the air conditioner off already?"
"Can we turn off the AC now?"
"It’s cold in here. Could you turn off the air conditioner?"
家の中で
「寒いのにずっとエアコンがついているから、もう切ってくれる？」
と言いたいなら、
"It’s cold in here."
「この部屋寒いよ」
のように in here をつけると、もっと自然です。
